From 1 July 2021, development applications and certificates must be lodged through the NSW Planning Portal. These changes have been mandated by the NSW Government and are required by all Local Governments across NSW.
These changes mean Council can no longer accept hardcopy or emailed documents and are unable to place applications on the portal on behalf of developers and the community.  All information you upload to the portal is still seen and assessed by Gunnedah Shire Council.

When to use the portal

Applicants will now be directed to the NSW Planning Portal for the following applications:

Development applications,

  • Modifications of development consents,
  • Review of a determinations,
  • Construction certificates,
  • Subdivision works certificates,
  • Occupation certificates, and
  • Subdivision certificates.

How to use the portal

  1. Before using the portal
    Get advice from Council’s planning team about controls, policies and standards. Council provides a free Duty Planner Service to assist with enquiries over the phone or in person relating to town planning matters. You can make an appointment by phoning our Customer Service Team on 02 6740 2100.

  2. Login to the portal
    Use your existing Service NSW account or register for a NSW Planning Portal account.

  3. Start your application
    Click ‘New’ to start your application. Fill in the online form and progress through the steps.
    Upload required documents to the portal. You can save your application and come back to it later.

  4. Application check
    A Council officer will review your application in the portal to make sure all documentation is correct. (You will be notified by email if more information or documents are needed.)

  5. DA lodged for assessment
    Once your application has been checked and accepted for lodgement, you will receive an ‘Additional Information Request’ which will include your tax invoice. Fees must be paid before your DA is formally lodged in Council’s system. You will need to confirm that you’ve paid the fees by clicking ‘Respond’ to the ‘Additional Information Request’ in the portal.

  6. Determination
    Once fees are paid your Development Application will be assessed by a Council officer. Once a decision has been made, the official Notice of Determination will be uploaded to the portal. You will also be notified by email.

The Draft Debt Recovery Policy for Gunnedah Shire Council is officially placed on public exhibition and Council will receive submissions in relation to the documents up until 5:00pm Monday, 12 July 2021.

In pursuance of the provisions of the Roads Act 1993, notice is hereby given that Gunnedah Shire Council proposes to close the council public road listed in Schedule 1.

Schedule 1:

  • Kamilaroi Road (Part thereof)

Upon closure of the road, council intends to sell the land to an adjoining land owner.

All interested persons are hereby invited to make submissions concerning the proposal to the General Manager, Gunnedah Shire Council, 63 Elgin Street Gunnedah NSW, within twenty eight days of the date of this advertisement with submissions received until 5:00pm Thursday 1 July 2021. Please note that under the provisions of the Government Information (Public Access) Act 2009, such submissions may be referred to third parties for consideration.

Once the submission period is completed, Gunnedah Shire Council will consider all duly made submissions before deciding whether to continue with the road closure proposal.

A new 10 year contract for Gunnedah Shire’s waste, recycling and garden organics kerbside collection service has been announced, with JR Richards & Sons to continue their current kerbside collections and take on residential and commercial recycling collections.

Local business Gunnedah Workshop Enterprises will continue to process recycling at Recyclit, located within the Gunnedah Waste Management Facility. The new collection routine will begin on Monday, 5 July 2021. New recycling bins and a comprehensive information pack will be delivered to households during June. The new collection contract was shaped by community feedback received in the 2020 Residential and Commercial Waste Collection Surveys.

What changes are happening to the kerbside waste services?
Gunnedah households will receive a larger 240-litre recycling bin (yellow lid) to replace the existing 120L recycling bin. This bin will be collected fortnightly. There will not be any changes to the general waste bin (red lid) or green lid green waste bin.

Why is Council changing its kerbside waste services?
Over the past 12 months Gunnedah Shire Council has been reviewing its waste collection services and Council’s current waste, recycling and green waste kerbside collection contract is reaching its expiry in June 2021. Council believes there is an opportunity for improvement to meet the needs of the community by making some changes to the bin collection schedule and recycling bin size. The new waste services contract has been awarded to JR Richards and Sons.

How often will my kerbside bins be collected?

  • Your new larger yellow lid recycling bin will be collected fortnightly.
  • Your red lid general waste bin will continue to be collected weekly
  • If you have a green waste bin (green lid) this will be collected fortnightly on the alternate week to your recycling bin

When does the new service start?
From Monday 5th July 2021.

When will I get my new recycling bin?
The new 240L recycling bins will be delivered between 7 – 11 June 2021. The new service will start from Monday 5 July 2021. You should use your existing recycling bin until then.

What should I do with my old recycling bin?
JR Richards & Sons will arrange collection of the old recycling bins starting from Monday 19 July. All residents are asked to surrender their empty 120L recycling bin (yellow lid bin with green base) by placing it upside down on the kerb for collection.

How do I know which week my bins will be collected?
You will receive an information pack with your new recycling bin which will include a collection calendar (identifying week A or week B) and map. You can also download the Recycle Coach App to obtain a custom collection schedule.

How do I know which day my bins will be collected?
Unless you receive a letter from Council your bin collection day will not change. Letters will be going out to affected households/ commercial customers at the end of May.

Who will be affected by the new service?
Gunnedah residents and commercial customers.

Can I get additional bins or upgrades?
If you find your bins are constantly overflowing, you can upgrade to a larger or obtain an additional bin. An additional fee will be added to your property’s Council rates. Please note, only ratepayers and property owners agents can start or add a new waste service or make changes to existing waste services.

What happens if any of my bins are damaged or stolen?
You should contact JR Richards Waste Hotline 1800 208 141. Ongoing maintenance and replacement of waste bins is the Contractor's responsibility 

Traditional Custodians

Gunnedah Shire Council acknowledges the Kamilaroi Aboriginal Nation as the traditional custodians of the land on which we live and work, and in doing so, Council pays its respect to all Elders past and present as well as to the young Indigenous leaders of tomorrow.

Contamination has the potential to threaten human and environment health, and where contamination is found it may need to be remediated. Contamination may limit the use of a parcel of land into the future and may lead to increased development costs.

Contaminates can be found anywhere. In our region contamination may be linked to the current or historical use of the land, such as an industry, or on sites where chemicals are or have been stored.

In NSW the management of contaminated land is shared between the EPA, the NSW Department of Planning, Industry and Environment and Councils.

The NSW Department of Planning, Industry and Environment is the NSW Planning Authority.

The Environment Protection Authority more commonly known as the ‘EPA’ manages and regulates the investigation, remediation, and monitoring of contaminated land, and uses powers under the Contaminated Land Management Act 1997 (CLM Act) to deal with significant contamination where management and regulation is warranted.

Where contaminated may be identified, but not considered to be significant, it is managed by Council through their role in the planning and development processes.

Reporting Contamination

Under section 60 of the Contaminated Land Management Act 1997 (CLM Act), anyone who has caused, or their actions or activities have caused the contamination of the land, or the owner of land that has been contaminated – must report it.

Contamination is reported to the EPA, and there are a number of ways you can report contamination to the EPA

Council Priorities

The EPA, the Namoi Joint Organisation of Councils and Council have a project partnership which aims to build capacity and capability of Councils to drive actions, distribute information, and prevent and manage contamination. A link to Council Policy for the management and administration of Contaminated Lands is provided here.

Council is also identifying parcels of land where contamination has been reported.

Managing asbestos

The EPA provides guidance on managing asbestos in and on the land.

Managing Underground Petroleum Storage Systems or UPSS.

Underground petroleum storage systems can leak and contaminate the surrounding land, soil and water. This can create risks to human health and the environment and therefore is contamination.

UPSS are most common at service stations, former fuel station sites and obviously where fuel is or has been used, for example at marinas, work depots, airports, fuel stations, car dealerships, or government facilities.

Operators of UPSS must have systems in place to prevent, report, and fix leaks if they happen.

The Draft 2017-2022 Delivery Program and 2021/22 Operational Plan for Gunnedah Shire Council is officially placed on public exhibition and Council will receive submissions in relation to the documents up until 5:00pm Friday 21 May 2021.

Due to the postponement of the NSW Local Government Elections in 2020, our four year Delivery Program 2017–2021 has been expanded to five years. The Program establishes a series of actions and programs for the Council to deliver during the current term of office. The Plan articulates Council’s commitment to delivering on its areas of responsibility under the Community Strategic Plan.

Supporting the Delivery Program is the annual Operational Plan. The Operational Plan presents a series of annual tasks for Council officers, along with Council’s annual budget, fees and charges, rating structure and revenue policy. The current practice at Gunnedah Shire Council is to combine both the Delivery Program and the Operational Plan into a single document to provide a clear link between the these two strategic instruments.

The associated Rate Zone maps for Curlewis, Emerald Hill, Gunnedah, Kelvin, Mullaley and Tambar Springs are also placed on public exhibition.

Council is required by the Local Government Act, to adopt the Operational Plan before the end of the financial year following an exhibition period of at least 28 days.

This is an opportunity for members of the public to lodge submissions in relation to the items considered and strategies applied in the Draft Delivery Program and Operational Plan. Council will meet again before 30 June 2021 to consider all submissions, formally adopt the Delivery Program and Operational Plan and set the rates for the ensuing 12 month period.

Gunnedah Shire Council is seeking quotations from suitably qualified and licenced company to renew and deliver a focused document that provides staff with a clear, measurable and achievable deliverables for a Destination Management Plan and Action Plan 2021 – 2025.

The strategy should seek to identify the focus areas and products for tourism in Gunnedah Shire to grow visitors numbers and maximise visitor spend.

Quotation submissions will be received until 5pm, Friday April 23.
